Background of APMF

The idea for the Asia Pacific Mediation Forum (APMF) was first mooted in 2001 by Dale Bagshaw, Director of the Centre for Peace, Conflict & Mediation at the University of South Australia, with support and encouragement from the World Mediation Forum Steering Committee. The membership to the APMF currently represents the following countries in the Asia Pacific Region: Australia, New Zealand, Papua New Guinea, Bangladesh, Singapore, Malaysia, Philippines, Vietnam, India, Taiwan, Hong Kong, Indonesia and North America. The main objective of the APMF is to facilitate the exchange and development of knowledge, values and skills of mediation in any form including inter-cultural, interpersonal, inter-institutional and international, within and between the diverse countries and cultures in the Asia Pacific Region. To fulfil this objective, conferences will be held in the Asia Pacific region every two years, with a different country taking responsibility for hosting the conference. The Inaugural conference was held in 2001 at the University of South Australia, Adelaide. Subsequently, the 2nd conference was held in Singapore in 2003 and the 3rd in Fiji Islands in 2006.

The Harun M. Hashim Law Centre has been successful in its bidding to host and organise the APMF Conference for 2008.

Conference objectives

• To promote and establish mediation (by enacting laws for compulsory mediation if necessary) before disputes are brought to the Courts or the moment the pleadings filed in the courts by the disputing parties are deemed to be closed.

• To promote and establish mediation as the norm for an amicable alternative dispute resolution between disputing parties, and offering relatively fast and affordable dispute settlement avenue

• To identify and investigate problems and challenges faced in the administration of justice in relation to the existing mechanism of dispute settlement process.

• To have an on-going exchange of information on the development and the practice of mediation in dispute settlement in the Asia Pacific region with a view towards a better application of the law and practice in the future.

• To highlight the necessity and importance of cooperation and communication between the experts and practitioners of mediation from different jurisdictions.

• To expand the understanding of both traditional and formal processes of mediation throughout the Asia Pacific region

• To explore avenues of cross fertilisation between varying types of mediation practices

• To explore potential roles of mediation within the court systems

• To enhance understanding of not only the varying applications of mediation methodologies in the region, but of the values that support conflict resolution practice within diverse communities in the region.
